When a young person enters foster care, it often happens suddenly—at night, during a crisis, or with little warning. Many arrive with nothing but the clothes they’re wearing. P48’s Essential Bags Program exists to meet that moment with care, dignity, and stability by ensuring youth receive brand-new clothing and essential items within their first days in care.

What Essential Bags Provides

The Essential Bags Program supports youth entering foster care by providing thoughtfully packed bags filled with new, high-quality essentials. Each bag is age- and gender-appropriate and designed to meet immediate needs while helping young people feel seen, respected, and cared for during an incredibly difficult transition.


Brand New & Brand Name

Every Essential Bag is filled with brand-new, brand-name items—never used, never donated leftovers. Clothing, shoes, hygiene products, and personal care items are carefully selected to meet real needs while reinforcing dignity and self-worth. For young people entering foster care, receiving new items sends a powerful message: you matter, and you deserve care that’s thoughtful and respectful.


Delivered Within 48 Hours

Placement changes often happen suddenly, leaving youth without time to prepare or gather belongings. P48 works with urgency to ensure Essential Bags are delivered as quickly as possible—often within 48 hours of a request. By responding in those first critical days, the program helps reduce additional trauma and provides stability when it’s needed most.


For Youth Ages 7–23

The Essential Bags Program supports youth ages 7 to 23, including children entering foster care, teens navigating placement changes, and young adults transitioning out of care. Bags are age-appropriate and adaptable, recognizing that a seven-year-old’s needs differ greatly from those of a 19-year-old—but dignity, comfort, and care matter at every stage.


Partnership with DHS

Essential Bags are distributed through trusted partnerships with DHS caseworkers, child welfare professionals, and community organizations across the Portland Metro area and Pacific Northwest. These partnerships ensure bags reach youth quickly, safely, and efficiently—directly into the hands of the professionals supporting them during moments of transition.
